A Blue Bell man is facing up to 23 months for admitting to possessing images and videos depicting child pornography on his cellphone, with images of some as young as 5 years old.
Brian Patrick Carrigan, 21, of the 1400 block of Manor Lane in the Blue Bell area of Whitpain Township, was sentenced in Montgomery County courts to 11-and-a-half to 23 months in county jail after admitting to 10 felony counts of child pornography. He was investigated between May and December of 2022 after multiple social media applications reported him via CyberTip.
According to a report by Carl Hessler Jr. in the Pottstown Mercury, Carrigan was reported by Snapchat, in May of 2022 for having suspected child sexual abuse materials. At the time, Carrigan said he was attempting to report others for such uses.
According to criminal complaints, Carrigan was reported again in November of 2022 as a result of CyberTips by Dropbox and Discord. Police found 80 images or videos of child sexual abuse material on his cell phone, depicting children as young as 5 years old, per the arrest affidavit.
Carrigan is to complete three additional years of probation following parole and will be required to report his address to Pennsylvania State Police for the next 15 years to comply with the state’s Sexual Offender Registration and Notification Act, formerly known as Megan’s Law.
