Whitpain Township supervisors to hear presentation on potential development at 795 Jolly Road

The Whitpain Township Board of Supervisors has announced that an informal presentation will be held regarding a potential land development proposal for the property located at 795 Jolly Road in Blue Bell, commonly known as Parcel D. 

The presentation is scheduled for Tuesday, August 5 at 6:00 p.m., and it will take place during the Board of Supervisors’ regularly scheduled work meeting.

Parcel D has been the subject of various redevelopment ideas in recent years. Notably, proposals have previously been submitted for the construction of townhouses and, separately, for a research laboratory facility. However, neither of these proposals advanced beyond the preliminary stages or received formal approval from the Township.

According to Whitpain Township Board of Supervisors chairman Scott Badami, the new potential development is for an age 55 and over carriage home community, with around 90 (or so) units. 

"The is the latest in a number of proposed plans for Parcel D over the years," Badami said. "Many of the previous drawings were for a research or similar building."

Currently, Parcel D is zoned R-E (Research/Engineering), and any approved residential plan will require some type of zoning relief from the Township.

"We are unaware if the developer intends to include amenities typically included in other 55+ communities," Badami said.

The purpose of the upcoming presentation is to introduce the new concept for development on the site. It will serve as a first look for both Township officials and the general public. At this stage, the proposal is informal—no formal plans have been submitted, and no decisions will be made at this meeting. This is a chance for the community to learn about the proposed concept, ask questions, and begin considering how it might impact the area.

"It is expected a representative for the developer will be available to answer questions," Badami said. "The Township has previously provided notice to many homeowners in the nearby area and the Supervisors invite anyone interested to come to the meeting or join via the virtual option on the Township's website."

Should a formal development application be submitted in the future, the project would then proceed through the Township’s standard land development process, which includes multiple levels of public review and comment. This would involve several additional meetings and hearings, providing the public with further opportunities to share their input before any final decisions are made.

Residents and interested parties are encouraged to attend the August 5 meeting to stay informed and engaged with the planning process in Whitpain Township.
