Montgomery County awarded $1.2 million in PHARE funding to support housing & homeless initiatives

PHARE funding strengthens the County’s ongoing efforts to reduce homelessness, expand housing access, and provide critical resources for residents

Montgomery County is proud to announce that its Department of Health and Human Services Office of Housing and Community Development has been awarded $1.2 million in funding through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) program. This funding will support a range of housing initiatives aimed at preventing homelessness and promoting long-term housing stability for residents across Montgomery County. 

The $1.2 million will directly support the following Your Way Home programs: 

  • $400,000 for Rapid Rehousing – Helping individuals and families quickly exit homelessness and return to permanent housing. 
  • $400,000 for Street Outreach – Engaging unsheltered individuals and connecting them with housing, case management, and supportive services. 
  • $400,000 for Emergency Shelter Operations – Supporting the operations of critical emergency shelters throughout the County.
     

This PHARE funding strengthens the County’s ongoing efforts to reduce homelessness, expand housing access, and provide critical resources for residents in need. By investing in both direct services and community-based programs, Montgomery County is working to ensure that every resident has a safe place to call home. 

In addition to the County’s Your Way Home initiatives, PHARE funding will support the following approved housing and community development projects across Montgomery County: 

  • Indian Creek Foundation – Building Residences for Individuals with Disabilities for Growth and Empowerment – $375,000 
  • Habitat for Humanity – Home Rehab – $200,000 
  • Social Enterprise – Laudenslager Campus Affordable Senior Housing – $400,000 
  • Eternal Life Christian Center – Home Sweet Home – $250,000 
  • Mosaic Community Land Trust – House #3 and Single System Rehab – $150,000 
  • Access Services – Rapid Rehousing – $200,000 
  • Joanne Washington, Inc. – Live and Work Initiative – $200,000 
  • Genesis Housing Corporation – Norristown Homeowner Single System Rehab Program – $100,000 
  • Family Promise Montco – Homeless Prevention Rental Assistance – $200,000 
  • Norristown Hospitality Center – Benefits Acquisition & Case Management – $150,000 
  • Abington Township – Older Adults Trip & Fall Prevention Program – $200,000 
  • Montgomery County Housing Authority (MCHA) – Golden Age Manor Roof Replacement – $300,000 
  • Salvation Army – Norristown Shelter Rehab Project – $350,000 
  • Habitat for Humanity – Critical Home Repair – $250,000

PHARE is funded through two main sources: a portion of the natural gas impact fee revenue and a portion of the realty transfer tax, which together support housing initiatives in both drilling-affected areas and communities statewide. 

Montgomery County is deeply committed to housing equity and ensuring all residents have access to safe, affordable housing. This PHARE funding will enable continued progress toward preventing homelessness and strengthening communities across the County.
